The “form of government” of the Union State is that of a direct congressional constitutional dominion, such a world first, one that arose out of the core reform and deep renewal that began in 2021, of the Commonwealth of Nations in existence since 1926.
The Commonwealth Crown is the Union State in all its aspects of functions of the union government and civil service, judiciary, sovereign trustees’ and of the Supreme Congress within the jurisprudence of the Commonwealth, and it is the legal embodiment of executive, legislative and judicial authority meaning that The Commonwealth Crown is the de-facto Head of the Commonwealth.
The Crown (England) acts as Sovereign of the Commonwealth that symbolises the free association of independent member nations playing an important international role to unify the Commonwealth in all respects. The British Commonwealth exercises its sovereignty as a state in the name of the King of England, King Charles III.
The Union State (the British Commonwealth) consists of the Supreme Congress (legislature) and of the Commonwealth Courts (judiciary) and of the union government (executive) and of the Commonwealth Trustees’ (of the people) and of all commonwealth statehoods.
The Duke of Commonwealth is the head of state of the Union State.
The Duke of Commonwealth, is the sole Duke in the British Commonwealth and is the leader of the people of the Commonwealth.
The Duke (HSH Michail Roerich) holds the first Presidency of the Commonwealth, with hereditary tenure, and who can appoint his successor, for bearing the respective responsibilities and for significant personal sacrifices and dedication made for the benefit of society and the people of the Commonwealth.
The treasury in his name is the sole provider of financing for the Union State, and is responsible for developing and executing the union's public finance policy and the economic policy of the British Commonwealth.
The Commonwealth Crown is a corporation sole occupied by the Duke in his name as Leader of the Commonwealth on behalf of the citizens of the British Commonwealth.
The treasury assets and finances are managed by The Commonwealth Crown and effectively are an extension its financial activities.
The public assets of the British Commonwealth managed by The Commonwealth Crown belong to (sole beneficiary) citizens of the Union State.
The union government led by the Office of the President and his Commonwealth Cabinet, supported by the non-political Commonwealth Civil Servants that work in state and public bodies, is the sole executive authority having powers to enforce the rule of law.
The union government charts the unified political, international, social and economic direction of the British Commonwealth and answers for its actions to the Supreme Congress and to The Commonwealth Crown.
The union government is responsible for deciding how the Union State is run and for managing things, day to day, including delivering public and government services.
The Duke of Commonwealth is the head of government of the union government.
The Supreme Congress is central to the direct congressional democracy of the British Commonwealth allowing for a synergy of direct and representative democracy.
The Supreme Congress works on behalf of the people of the Commonwealth to reform member nations (self-reform), to make and adapt Commonwealth Law (legislation), to check and challenge the work of the union government (scrutiny), to cooperate on topics or objectives (cooperation) and to collaborate on issues (collaboration) as well as to debate the issues and topics of the day (debating).
It is through the Supreme Congress that the union government is made accountable to the people of the Commonwealth.
The Supreme Congress itself has three chambers and six congressional bodies.
The House of Committees, the House of Lords and Commonwealth Senate are the chambers.
Congressional bodies are the Commonwealth and Supreme Commissions, the British Cabinet, The Crown (England), The Commonwealth Crown and the Election Commission.
The Supreme Congress supremacy status is by authority of The Commonwealth Crown.
The Commonwealth Courts are the sole judiciary authority having powers to uphold the rule of law, independent of Supreme Congress and union government, and if latter compromises such independence its action may be vetoed by the sovereign Trustees’.
The sovereign Trustees’ are lifetime signatories to the Commonwealth Trustees’ Agreement having undertaken an obligation to act in trust.
Each trustee comes from a different country of the world in representation of world views.
The Commonwealth Trustees’ have vested in them the peoples’ sovereignty to act in trust of the people of the Commonwealth and oversee the work of the Union State.
The peoples’ sovereignty is the right of the people to be sovereign without representation.
Through these sovereign Trustees’ the Union State is accountable to the people.
The independent Commonwealth statehoods also known as the Commonwealth States are the member nations that have become (or are in process of becoming) a constitutional commonwealth in the meaning of the Realm Framework Agreement of 2022.
This agreement was included in the British Crown Canon agreed between The Crown (England) and The Commonwealth Crown that is part of the Commonwealth Framework.
All Commonwealth States are permanent Dominions of The Commonwealth Crown with unifying sovereignty of The Crown (England).
A Commonwealth State exists in parallel to the Union State but is integrated into it according to the agreed remit for such member nation, meaning latter may set certain policy of former.
A Commonwealth State is the new democratic type of a Commonwealth Realm creating a path to pure and sovereign democracies.
A Commonwealth State does not create new monarchies, has an elected head of state and the constitution establishes the way that the people participate in the finances, bodies, activities and life of the British Commonwealth, including activities prescribed in the Commonwealth Framework on legislating peoples' law.
Commonwealth States enable the mechanics of the political, legislative and economical systems to concern first and foremost the practical aspects of improving the lives of each citizen.
Commonwealth of British Ukraine is currently the only Commonwealth State and is in the process of creation since May 2022.
